The developer of this project is a joint venture between Keppel Land Co., Ltd. and Chiap Hua Group.
- Keppel Land is a real estate company under Keppel Group based in Singapore. The group has the main businesses of oil and gas, maritime, real estate and infrastructure.
- Chiap Hua is a family business with a long history with real estate as a traditional business. Chiap Hua Group is headquartered in Hong Kong.

Empire City is a complex project, located in the heart of Thu Thiem new urban area. The project is located along Mai Chi Tho St. and Saigon River.
Empire City is developed with a complex of commercial centers, hotels, offices and serviced apartments. In particular, according to the highlight design information of the project will have an 88-storey tower – Empire 88 Tower.
The project is in the process of building crude for apartment buildings, land for construction of 88-storey building has yet to be deployed foundation.
Empire City project is contributed capital by four shareholders including:
- Keppel Land is a real estate company under Keppel Group based in Singapore. The group has the main businesses of oil and gas, maritime, real estate and infrastructure.
- Gaw Capital Partners is a private equity fund focused primarily on real estate, hotels and finance. Gaw Capital Partners is based in Hong Kong.
- Tien Phuoc Real Estate Joint Stock Company is one of the veteran real estate investors and developers in Vietnam, operating in the field of real estate, healthcare and infrastructure.
- Tran Thai Real Estate Co., Ltd operates mainly in the fields of real estate, rubber tree planting and wood processing, construction material production and interior decoration.
