Dong Nai considers spending 7,100 billion to build a road connecting Long Thanh airport
Four key transport projects connecting the region have been approved by the People’s Committee of Dong Nai province with a capital of more than 7,000 billion VND, excluding site clearance costs.
Recently, the People’s Committee of Dong Nai province has approved the proposal of the Department of Planning and Investment on the investment policy of 4 key transport projects in the area. Projects include upgrading and expanding provincial road 773; provincial road project 772 (Trang Bom – Xuan Loc); project on upgrading and expanding provincial road 769 and provincial road project 770B (section from intersection with provincial road 763 to national highway 51).
Long Thanh International Airport Phase 1 has been started construction. Along with that, 2 industrial parks Xuan Que – Song Nhan (Cam My district) and Bau Can – Tan Hiep (Long Thanh district) are being invested. Therefore, the traffic connection requirements in the area must be implemented quickly to meet the development needs.
However, according to the Department of Planning and Investment, in order to ensure the efficiency of investment projects as well as solve the difficulties of traffic primobolan jams of localities, along with the ability to balance capital , the exploitation of the land fund on both sides of the road for resettlement and auction, the relevant departments, branches and localities have agreed to propose the Provincial People’s Committee to consider prioritizing investment for the 4 projects mentioned above in the period 2021-2025.
According to the Department of Planning and Investment, the total investment capital for implementing 4 key transport projects approved by the Provincial People’s Committee is about 7,100 billion, excluding compensation and site clearance costs.
Along with approving the proposal of the Department of Planning and Investment on the investment policy of 4 key traffic projects, the Provincial People’s Committee assigned the Department of Transport to assume the prime responsibility for coordinating with the consulting unit and related units. The agency shall prepare a pre-feasibility study report or a report on investment intentions for the above projects according to regulations.
In order to have capital for the implementation of the above projects, the People’s Committee of Dong Nai province requested the People’s Committee of the district to have a route through to determine the location, scale, planned adjustment of the planning of advantageous land areas, and the implementation schedule. recovered, auctioned and must be shown in the pre-feasibility study report or investment policy proposal report when making the dossier.
Provincial leaders have requested the relevant units to study the plan to exploit the land fund along the projects passing through the area, urgently adjust the related plannings to carry out concurrently with the project implementation in order to avoid high land prices after the project is completed, causing difficulties in the auction of advantageous land plots.
In fact, to implement the 4 projects mentioned above requires a very large capital source. Because the capital source of more than 7,000 billion VND, according to calculations, is only the capital for capital construction investment without the cost of site clearance.
According to the proposed plan, the capital source for investment implementation for 4 key traffic projects will have 2 sources including budget capital and land fund exploitation along both sides of the roads.
